Russian Construction Sector Delegation Visits Sri Lanka to Strengthen Bilateral Economic Cooperation

Facilitated by the Embassy of Sri Lanka in the Russian Federation, a high-level business delegation from the National Association of Builders (NOSTROY) of the Russian Federation undertook a visit to Sri Lanka from 22-25 July 2026.

The high-level delegation met with the Acting Minister of Foreign Affairs, Foreign Employment and Tourism, Arun Hemachandra and the Deputy Minister of Tourism, Ruwan Ranasinghe at the Ministry on 23rd July 2026. Welcoming the delegation, Acting Minister Hemachandra highlighted the longstanding and cordial relations between Sri Lanka and the Russian Federation, and underscored the importance of expanding bilateral economic cooperation. To this end, the Acting Minister further noted that enhanced collaboration in infrastructure development, investment, and skilled labour mobility will generate tangible economic benefits for both countries.

Deputy Minister of Tourism Ruwan Ranasinghe emphasised the investment potential of Sri Lanka’s tourism sector, particularly in hotel development, and tourism infrastructure. He briefed the delegates on the opportunities available for foreign investors in specific tourism infrastructure development projects through relevant government agencies such as the Sri Lanka Tourism Development Authority and the Board of Investment (BOI).

The delegation, led by Vice President Anton Moroz, comprised twenty-four senior representatives and technical experts from leading Russian construction companies. During their visit, the delegation also held discussions with the Ministry of Transport, Highways and Urban Development, the Urban Development Authority, and the Board of Investment. These discussions were aimed at exploring opportunities for investment and collaboration in infrastructure and urban development projects. The delegation also met with the Sri Lanka Bureau of Foreign Employment (SLBFE) to explore avenues for expanding employment opportunities for qualified Sri Lankan construction professionals in the Russian Federation.

NOSTROY is the largest association in the construction sector in the Russian Federation, representing more than half of the construction companies operating in Russia and internationally. The Association plays a leading role in promoting innovation, industry standards, and international cooperation within the Russian construction sector.

The visit reaffirmed the shared commitment of both countries to deepen cooperation in investment, infrastructure development, tourism, and foreign employment.
